basic strategy blackjack?

does basic strategy apply only to the first 2 cards?- that is if the dealer has a 10 and i end up with a 4 card 15 do i still hit? or if i get 3 4"s (12) and the dealer has a 2 do i hit?

Basic Blackjack strategy says to hit your 16 against the dealers Ace showing….?

But do the odds and percentages take into account that the dealer has looked at his hole card and it is not a 10? This seems to me to be a very important factor because by not having 21, you now know that he does not have 16 of the cards that will make his hand…I asked this yesterday, but I don’t think the strategy acknowledges that the dealer checks his hole card…..

I am going to turn 21 soon and have yet to understand blackjack terms…(soft, hard, doubledown???) Someone plz explain these terms to me… pretend that ur explaining this concept to a 5 yr-old or something :) Also, is there a certain way to learn to count cards??? thx!

Both are 100% chance for example nobody can predict what hand they’re going to get in a card game, as the cards are shuffled (unless it’s rigged). So why the double standard between the games? Is a slot machine more "chance" than the Lotto which is legal?
